SECTION 2. RESPONSIBILITIES

2.1 Site Operations Manager

The APO Site Operations Manager has ultimate responsibility for the safety and health of all employees and visitors on site. He/She will have the final word as to the safety of the work place and is responsible for any incident reporting.

2.2 Site Safety Officer

The APO Site Safety Officer/Site Manager is responsible for the day-to-day execution of the safety program. He/She is the initial point of contact for any safety-related problems. He/She is responsible for updates to this document as warranted as well as writing formal incident reports when required.

2.3 Employees

Both permanent and temporary employees are responsible for the health and safety of themselves and their fellow workers. All employees must follow established guidelines and procedures. If unsafe equipment or practices are noticed, the Site Safety Officer must be notified immediately. If guidelines are unclear or deficient, it should be brought to the attention of the Site Safety Officer for corrections to be incorporated.

2.4 Official Visitors

Visitors are responsible for the health and safety of themselves and coworkers. All visitors must follow established guidelines and procedures from their institutions or those established by this plan, whichever is most current and complete. If unsafe equipment or practices are noticed, the Site Safety Officer must be immediately notified. If guidelines are unclear or deficient, it should be brought to the attention of the Site Safety Officer, so corrections can be incorporated.

2.5 Contractors

Contractors are responsible for their own employees and sub-contractors working on site. Contractors are also responsible for the safety of APO personnel and visitors within the contractor work zone. They are to follow their own established guidelines and procedures or those established by this plan, whichever is most current and complete. In addition, the USFS and the APO Site Operations Manager having overall responsibility for safety on the site have the responsibility to oversee the contractor's safety procedures. The APO Site Operations Manager, or designee, has the authority to stop contractor work if unsafe practices are in use.
