Xm is not contained in openmotif-2.1.30 (i586)
but is in the development RPM:
openmotif-devel-2.1.30-3_ICS.i586.rpm

I believe the only other modification was to copy Makefile.smple to Makefile and make the modification as suggested in INSTALL:

# Sometimes you need -lXp after -lXm
XMLIB = -lXm -lXp
