Programming utils and libs

When these become available, please use them. Don't reinvent the wheel. I want to avoid that we end up with 10 different DLLs of the same name. When you make a DLL, you are also responsible that it contains all entry points. If some entries are missing, which might turn out later, add them in a way that the library remains downward compatible.
